Ramu, stories of the dark

There is yet no news of Uttam Barua. Even a year after Islamist fanatics vandalised Buddhist temples in Ramu and other areas in the south-east of the country and weeks after the inauguration of the renovated temples by the prime minister, the young man remains missing.

The bigger surprise is that no one in the corridors of power is worried about his disappearance, about whether he is dead or alive. Only his family waits, in worry and fear. Uttam Barua’s father breaks into tears. Hardly anyone pays attention to the pain that eats away at him.


What happened to the Buddhist community last year was but a lengthening of the sinister shadows that have regularly come over the religious minorities in Bangladesh. In a free, professedly secular Bangladesh, it was not supposed to be this way, for it was Bangalee nationalism which propelled the masses, in the brief five years between 1966 and 1971, toward the attainment of a non-communal political entity. It was supposed to be a nation for all Bangalees– across caste, creed, politics and social standing.


Given what happened in Ramu, given the ferocity with which communalism is being fanned in the country, the fear holds that a land of communal harmony has lost touch with its founding principles.


The facts are revealing of the reality. The Hindu population of the country is on a decline. Something is happening, quietly and imperceptibly, to push the community out of the country, into countries beyond our frontiers. The pattern, of course, was set through the partition of 1947, when millions of Hindus and Muslims left ancestral homes because of their faith. Tens of thousands lost their lives, on the eastern and western ends of what till then constituted British-ruled India.


Thereafter, a fresh bout of communal disturbances in 1950 forced another large group of Hindus to leave East Bengal for India. In that group were some of the very best of the community — teachers, artistes, upcoming writers. In a communal Pakistan, it was made clear non-Muslims had little or no place.


Fast forward to 1964, when the chaos at the Hazratbal shrine in distant Kashmir encouraged the Ayub Khan-Monem Khan clique here in a yet to be Bangladesh to fan the flames of a fresh new communal riot. Thousands of Hindus who had braved the chaos of the 1950s did not feel confident enough to stay back in a country that had historically been home to them. They left. Among them were, once more, many of the brightest of men and women in the community. Their departure left a gaping vacuum — and a gaping wound — in our nationalistic conscience.


The India-Pakistan war of September 1965 led to a further exodus of Hindus from this land. The ruling circles of Pakistan then committed a most despicable deed — they fashioned the infamous Enemy Property Act to prevent any Hindu from legally dispensing with his possessions and moving on. In time, in Bangladesh, a euphemistic turn was given to the questionable law. It became the Vested Property Act. When today the Hindu community demands changes to the law, the bureaucracy squirms.


The legacy of communalism continues to eat away into the vitals of this nation. The country’s Christians are a depleted lot; its Buddhists, for all the renovation of temples and monasteries in Ramu and Ukhia, do not believe they can trust their Muslim neighbours or the state any more. Despite the foreign minister’s inexplicable assertion that there are no indigenous people in Bangladesh, the truth remains, and remains bitter: everything is being done to deprive our indigenous population of traditional rights to their hearths and homes and to their culture. The hills were once their home. Today the hills are a nightmare they live through.


A few days ago, a middle-aged Muslim cleric, in an enthusiastic sermon at a milad, prayed that the Almighty turn all Hindus, all Christians and all Buddhists of Bangladesh into Muslims. His audience nodded in approval.


It was a worrying sign of how history and heritage could mutate into all-encompassing fanaticism. It evoked dark memories of the destroyed Buddhas at Bamiyan at the hands of the Taliban, of the razed Kali Mandir at Suhrawardy Udyan per courtesy of the Pakistan army.

২০১২ সালের ২৯ সেপ্টেম্বর মধ্যরাত। কেউ ঘুমের ঘোরে মগ্ন, কেউ তখনো জেগে আছে। বৌদ্ধবিহারের নিরপরাধ নিরীহ ভিক্ষু শ্রামণেরা নিরাপদ স্থানে পালিয়ে যাচ্ছে। গৃহবাসীরা গৃহ ছেড়ে পালাচ্ছে। চারদিকে ধুমধাম, মার মার কাট কাট আওয়াজ। বড়ুয়াদের গালে গালে, জুতা মারো তালে তালে; বড়ুয়াদের চামড়া, তুলে নেব আমরা—এমন অনেক সাম্প্রদায়িক স্লোগানে প্রকম্পিত বৌদ্ধ জনপদ। আগুনের লেলিহান শিখায় দগ্ধ হচ্ছে বিহার, বুদ্ধমূর্তি, ত্রিপিটক, নিদর্শন, ঐতিহ্য, পূজার থালা—সবকিছু। সম্প্রীতির গায়ে কখন যে আগুন লেগে গেল কেউ বুঝতেই পারল না। ৩০ সেপ্টেম্বর উখিয়া, টেকনাফ, পটিয়ায় একই ঘটনার পুনরাবৃত্তি হলো। হতবাক বাংলাদেশ! শুরুটা রামু থেকে হয়েছে। ক্ষয়ক্ষতির পরিমাণ ও সহিংসতার মাত্রা রামুতে বেশি হয়েছিল বলেই নাম বনে গেল রামু সহিংসতা। এখন রামু সহিংসতা বললে সবাই বোঝে, এর মানে কী। ঘটনার পরবর্তী সরকারি উদ্যোগে ধ্বংসপ্রাপ্ত বৌদ্ধবিহার এবং বৌদ্ধবসতিগুলো দ্রুত পুনর্নির্মাণ, পুনর্বাসন, নিরাপত্তা জোরদার, আক্রান্ত এলাকাগুলোতে মাননীয় প্রধানমন্ত্রীর একাধিকবার আগমন, ক্ষতিগ্রস্ত ব্যক্তিদের পাশে দাঁড়ানো, ইত্যাদি পদক্ষেপ নিঃসন্দেহে ক্ষতিগ্রস্ত ব্যক্তিদের ক্ষতিপূরণে এবং আতঙ্ক, ভয়, আস্থাহীনতা কমিয়ে আনতে অগ্রণী ভূমিকা পালন করেছে। মাননীয় প্রধানমন্ত্রী এবং তাঁর সরকারের এমন মানবিক ভূমিকা ও আন্তরিকতার কারণে ক্ষতিগ্রস্ত ব্যক্তিরাও খুব খুশি। দেশ এবং আন্তর্জাতিক পরিমণ্ডলেও সরকার এর জন্য প্রশংসার দাবি রাখে। বাংলাদেশ সেনাবাহিনী ১৭ ইসিবি এসডব্লিউও চট্টগ্রাম অঞ্চলের সার্বিক তত্ত্বাবধানে নির্মাণকাজ সম্পন্ন করা হয়েছে। কেবল তাঁদের দায়িত্ববোধের ভিত্তিতে নয়, সঙ্গে আন্তরিকতার অভাব ছিল না বলেই কাজ দ্রুত সম্পন্ন হয়েছে। ৩ সেপ্টেম্বর আনুষ্ঠানিক উদ্বোধনের পর থেকে ক্ষতিগ্রস্ত ব্যক্তিরা নবনির্মিত বিহারগুলোতে পূজা, বন্দনা ও উপাসনা শুরু করেছেন। আগের মতো দেশ ও বিশ্বশান্তি কামনায় প্রার্থনাও হচ্ছে পুরোদমে। সরকার এবং আইনশৃঙ্খলা রক্ষাকারী বাহিনীর পাশাপাশি জাতি-ধর্ম-দল-মতনির্বিশেষে দেশবাসী যেভাবে ক্ষতিগ্রস্ত ব্যক্তিদের পাশে এসে দাঁড়িয়েছিলেন, তা অভূতপূর্ব এবং বিরল এক ঘটনা। দেশি-বিদেশি টিভি চ্যানেল, অনলাইন পত্রিকা, দৈনিক পত্রপত্রিকা, গণমাধ্যমের কথা কৃতজ্ঞতার সঙ্গে স্মরণ করতে হয়। টিভি চ্যানেলগুলো সর্বোচ্চ প্রচারণা চালিয়ে গেছে। অনেক লেখক গুরুত্বপূর্ণ প্রবন্ধ-নিবন্ধ লিখেছেন। সবার প্রতি অশেষ কৃতজ্ঞতা জানাই।

২৯ সেপ্টেম্বরের আগে এবং রামুর বৌদ্ধবিহার পুরাকীর্তি ও নিদর্শনগুলো দেশ-বিদেশের পর্যটকদের কাছে টানত। পুনর্নির্মিত বিহারগুলোও পর্যটকদের কাছে টানবে নিঃসন্দেহে। কিন্তু বিহারগুলোতে অমূল্য যে সম্পদ ছিল, সেগুলোর আর দেখা মিলবে না। পুরো বিহারেই ফাঁকা ফাঁকা পরিবেশ বিরাজ করছে। নেই কোনো প্রাচীনত্বের ছাপ। আগে বিভিন্ন নিদর্শন ঐতিহ্য নিয়ে কত কথা হতো। এখন শুধু পর্যটক এলে ছবি তোলেন, একটু বিনোদন নেওয়ার চেষ্টা করেন। অনেকে বলেন, বিহার পুড়ে আপনাদের অনেক লাভ হয়েছে। এখন কোটি কোটি টাকার দামি পাকা দালান বিহার হয়েছে। অপমান আর মানসিক জ্বালা নিয়ে মাথা নিচু করে থাকা ছাড়া তাঁদের প্রতি কী-ই বা বলার থাকে। বলার প্রয়োজনবোধও করি না। মিয়ানমার ও থাইল্যান্ড থেকে আসা বুদ্ধমূর্তিগুলো ভাগে দুইটা করে পাওয়া গেছে। থাইওয়ান থেকে প্রচুর ধর্মীয় গ্রন্থ পাওয়া গেছে। প্রথম আলো পাঠাগার সৃষ্টিতে সহায়তা করার প্রতিশ্রুতি দিয়েছে। সংরক্ষিত পবিত্র ধাতু, পুঁথিপত্র বিভিন্ন ভাষার অসংখ্য ত্রিপিটকখণ্ড চিরতরে হারিয়ে গেল।

স্বর্ণমূর্তি, রৌপ্যমূর্তি, ব্রোঞ্চমূর্তি, শ্বেতপাথরের মূর্তি, পিতলের মূর্তিসহ বিভিন্ন আকারের অসংখ্য বুদ্ধমূর্তির জন্য মিনি মিউজিয়ামের মতো ছিল কেন্দ্রীয় সীমা বিহারের সংগ্রহশালা। উত্তর মিঠাছড়ি প্রজ্ঞামিত্র বনবিহার, চেরাংঘাটা বড় ক্যাং এবং শ্রীকূল মৈত্রী বিহারেও অনেক বুদ্ধমূর্তি ছিল। দেশ-বিদেশ থেকে পাওয়া গুরু ভান্তের (সত্যপ্রিয় মহাথের) সুদীর্ঘ ৬০ বছরের অর্জন অসংখ্য মানপত্র, ক্রেস্ট, অভিধা, দুর্লভ উপহারসামগ্রী, সনদ—এসব আর ফিরে পাওয়ার মতো নয়। যাঁদের বসতবাড়ি পুড়েছে, তাঁদেরও অনেকের আপনজনদের স্মৃতিচিহ্ন মুছে গেছে। এই ক্ষতিগুলো কি কখনো পূরণ হয়? সরকার ক্ষতিগ্রস্ত ব্যক্তিদের জন্য যা করেছে, তা এককথায় অনন্য অসাধারণ একটি কাজ করেছে। তার পাশাপাশি বিহারগুলোর ভেতরের শূন্যতা কাটিয়ে ওঠার জন্য যদি কোনো পদক্ষেপ নেওয়া হয়, তাহলে নবনির্মিত বিহারগুলোর ঘাটতি কিছুটা লাঘব হতো। বিহারগুলোতে অপূরণীয় সম্পদের পাশাপাশি পূরণীয় অনেক সম্পদও ছিল।

ঘটনার পরবর্তী রামু, উখিয়া ও টেকনাফে ১৯টি মামলা হয়। মামলায় ১৫ হাজারেরও বেশিসংখ্যক মানুষকে আসামি করা হয়। পাঁচ শতাধিক ব্যক্তি আটক হন। এক শতাধিক ব্যক্তি আটকাবস্থা থেকে মুক্তি পান। ২ ও ৩ সেপ্টেম্বর পুলিশ সাতটি মামলার চার্জশিট দাখিল করে। মামলায় ৩৬৪ জনকে অভিযুক্ত করা হয়। অবশিষ্ট ১২টি মামলার চার্জশিট প্রক্রিয়াধীন। একজন বৌদ্ধভিক্ষু হিসেবে হামলা, মামলা, আটক, থানা, পুলিশ, আসামি—এসব নিয়ে মাতামাতি করা ভিক্ষুজীবনের নীতিবিরুদ্ধ কাজ। বৌদ্ধভিক্ষুদের ধ্যানাসনে ছাড়া অন্য কোথাও শোভা পায় না। এমনকি সিংহাসনেও না। ৩ সেপ্টেম্বর প্রথম আলোতে ‘৭ মামলার প্রধান আসামিদের অভিযোগপত্রে নাম নেই’ শীর্ষক সংবাদ প্রকাশিত হয়। প্রতিবেদনে বলা হয়, ‘পুলিশসূত্রে জানা গেছে, সাত মামলায় যাঁরা প্রধান আসামি ছিলেন, তাঁদের নাম অভিযোগপত্রে নেই।’ ২ সেপ্টেম্বরের প্রথম আলোর আরেক প্রতিবেদনে বলা হয়, ‘সাত মামলায় অভিযুক্ত ৩৬৪ জন আসামির মধ্যে উল্লেখযোগ্য কেউ নেই। হামলার সময় পুলিশের হাতে আটক লোকজনই মামলার আসামি হয়েছে।’ ১৪ সেপ্টেম্বর কক্সবাজার থেকে প্রকাশিত দৈনিক দৈনন্দিন পত্রিকায় ‘১২ মামলা নিয়ে পুলিশ বিপাকে’ শীর্ষক সংবাদ প্রকাশিত হয়। প্রতিবেদনে বলা হয়, ‘ক্ষমতাসীন দলের নেতা-কর্মীদের চার্জশিট থেকে বাদ দেওয়ার জন্য পুলিশের ওপর চাপ সৃষ্টি করা হচ্ছে।’ আমরা বারবার বলে আসছি যে নির্দোষ কোনো ব্যক্তি যাতে শাস্তি ও হয়রানির শিকার না হয়। এটা হলে সম্প্রীতির জন্য ক্ষতিকর হবে। রামু সহিংসতা দলীয় মনোভাব থেকে হয়নি। ঘটনার পরবর্তী আত্মরক্ষা এবং ব্যক্তিস্বার্থে দলের লেবাস ব্যবহার করা হচ্ছে। তথ্য সংগ্রহ, ভিডিও ফুটেজ, ছবি, জবানবন্দি, সাক্ষ্য-প্রমাণের ভিত্তিতেই পুলিশকে এগোতে হবে। পুলিশের বাকি ১২টি মামলার চার্জশিট যাতে প্রশ্নবিদ্ধ না হয়, সেদিকে পূর্ণ সতর্কতা প্রয়োজন। অভিযোগপত্র একটি স্পর্শকাতর বিষয়। এটা পূর্ণ নিরপেক্ষতার ভিত্তিতেই হওয়া উচিত। অবশ্য এ ক্ষেত্রে পুলিশেরও কিছু সীমাবদ্ধতা আছে। পুলিশের কাজে প্রভাব বিস্তার না করলে পুলিশ শতভাগ স্বচ্ছতার ভিত্তিতে কাজ করতে পারবে। রামুর বাসিন্দা সুপ্রিম কোর্টের আইনজীবী ব্যারিস্টার জ্যোর্তিময় বড়ুয়ার করা এক রিট আবেদনের পরিপ্রেক্ষিতে স্বরাষ্ট্র মন্ত্রণালয়ের এক তদন্ত প্রতিবেদন আদালতে দাখিল করা হয়। প্রতিবেদনে বলা হয়, ‘পরিকল্পনার ছক কারা, কোথায়, কখন এবং কীভাবে করেছিল, তা নির্ধারণ করা যায়নি। অর্থাৎ ঘটনার মূল হোতা কারা, তা শনাক্ত করা যায়নি। অথচ ঘটনার পর থেকেই এক দল আরেক দলকে, এক নেতা অপর নেতাকে দোষারোপ করে আসছেন। ঘটনার নেপথ্যে রাঘব বোয়ালেরা যদি চিহ্নিতও না হন, তাহলে চার্জশিট গঠন হচ্ছে কাদের বিরুদ্ধে এবং বিচার হবে কাদের? পরিকল্পিতভাবে যাঁরা ঘটনাটি ঘটিয়েছেন, তাঁরা আসলেই কৌশলী ও মেধাবী। তাঁরা অনায়াসে সফলও হয়েছেন এবং এখন পারও পেয়ে যাচ্ছেন। সন্দেহের ভিত্তিতে ১৫ হাজার মানুষকে আসামি করা ও ধরপাকড় করার চেয়ে পরিকল্পনাকারী ও চক্রান্তকারীদের আবিষ্কার করতে পারলে ঘটনার মূল শিকড়ে পৌঁছানো যেত। ঘটনার মূল হোতা কারা, সেদিন স্থানীয় প্রশাসন নিষ্ক্রিয় ছিল কেন, এতটা সময় পেয়ে ও আইনশৃঙ্খলা রক্ষাকারী বাহিনী যথাসময়ে পদক্ষেপ নিতে পারল না কেন? এসব প্রশ্নের সমাধান না হলে ক্ষতিগ্রস্ত ব্যক্তিরা নিজেদের এখনো নিরাপদ মনে করতে পারছেন না। ঘটনার এক বছর কেটে গেল কিন্তু ঘটনার রহস্য এখনো অন্ধকারে রয়ে গেছে। নিরাশ হওয়ারই কথা।

Rupayan Dewan addresses at fresher's reception programme in Mohalchari College yesterday

Mohalchari College Pahari Chatra Parishad (Hill Students' Council) organized fresher's reception programme yesterday at the college ground. The programme was inaugurated by Mr. Rupayan Dewan and Mr. Pradip Chakma, chief guest and president of the function with the hoisting of national flag with national anthem followed by the PCP’s anthem- “Pahari chatra-chatri dal, Gyaner moshal jaleye niye ageye chal, ageye chal.”

Speakers were- Mr. Suniti Chakma, information, publicity and publication secretary, PCP central committee, Ms. Kakoli Khisa, lady vice chairman, Mohalchari upazila parishad and information & publicity secretary of PCJSS, Mr. Angshuman Chakma, Asstt. General Secretary, PCJSS central committee, Mr. Thuihla Aung Marma, PCJSS central committee member and vice chairman of Mohalchari upazila parishad, Mr. Sonaratan Chakma, chairman, Mohalchari upazila parishad and president of PCJSS Mohalchari Thana chapter.

The speakers encouraged the students to concentrate them in their studies and at the same time read books on biography of wise men and revolutionary leaders and also read those books which can help a man to be free from any dogmatism and extremism. The speakers further called upon the students not to hate politics and avoid politics but to be politically conscious, so that they can judge what is right and what is wrong, as without politics it is difficult to survive in the CHT, in the country and in the world.

The speakers also opined that only with active participation of students and the youths the closure of ongoing Jumma political violence and implementation of the CHT Accord could be achieved. Referring to an excerpt from a PCP’s statement released on 26th instant which bitterly criticizes the CHT leadership responsible for political violence with a term “brutal” leadership, Mr. Rupayan Dewan cited, “You are nobody’s friend, you are your own enemy and people call you the brutal Ashoka.”, which Virat, Emperor Ashoka’s friend remarked while he failed to resist Emperor Ashoka from attacking Kalinga kingdom. Mr. Dewan called upon this leadership to refrain from annihilation policy so that people can pardon, the way brutal Ashoka is regarded as the Great Emperor Ashoka by the great historians. 

The speakers further bitterly criticized the ruling classes and the governments of Bangladesh for serving the interest of the affluent classes by exploiting the toiling masses and also the indigenous peoples. They held the ruling classes and the governments to bring the Jummas and the Bengali settlers face to face. They termed the ruling classes and the governments as reactionary and opined that unity among the indigenous peoples and the toiling masses of the country including the progressive and secular forces can bring prosperity in the country.

The speakers opined that BNP does not recognize the CHT Accord while Awami League signed the accord and gave her strongest commitment for its implementation, but it has betrayed with the Jumma people and hence remarked, “We want to see how the Awami League comes to us in next one month or so. Mr. Rupayan Dewan, vice president of PCJSS and CHT Regional Council member told the audience that the CHT administration was brought under active service in 1982 under sections 7 and 8 of the Bangladesh Army Act 1952 in aide of the CHT’s civil administration for maintaining law and order. But, he questioned the rationale of keeping this order valid as of now giving the instances of recent communal attack on the Jummas in Tendyong union (3rd August) and also the communal attack in Khagarachari and Baghaihat in February 2010 as it fails to protect the Jummas.

This intermediate college (class XI and XII) was established in 1988 and this year it has about 800 students who basically come from about 13 local feeder schools. This is encouraging that the number of girl students is higher than boys and Mr. Pradip Chakma who presided over the meeting claims that it is about 60%. The participation of girl students to the reception was also very dominant and the function was conducted by Miss Barsha Chakma, a 2nd year (XII class) student.

‘আর নয় ভ্রাতৃঘাতী সংঘাত’

 

পার্বত্য চট্টগ্রাম জনসংহতি সমিতির (এম এন লারমা) রাঙামাটি জেলা শাখার সম্মেলন ২৭ সেপ্টেম্বর বাঘাইছড়ি উপজেলা শাখা কার্যালয়ে অনুষ্ঠিত হয়। সম্মেলনে প্রধান অতিথি ছিলেন পার্বত্য চট্টগ্রাম জনসংহতি সমিতি সহসভাপতি রুপায়ন দেওয়ান। সভাপতিত্ব করেন কেন্দ্রীয় উপদেষ্টা কমিটির সদস্য শান্তি প্রিয় চাকমা।

সম্মেলনে বক্তারা বলেন, ‘আর নয় ভ্রাতৃঘাতী সংঘাত। এবার পার্বত্য চুক্তি বাস্তবায়নে ঐক্যবদ্ধ হতে হবে। আদায় করতে হবে আদিবাসীদের সাংবিধানিক অধিকার।’ সমাবেশে অন্যদের মধ্যে বক্তব্য দেন জনসংহতি সমিতির উপজেলা কমিটির সদস্য জ্ঞান জীব চাকমা, যুব সমিতির সভাপতি জ্যোসি চাকমা, পাহাড়ি ছাত্র পরিষদের সভাপতি সুমেধ চাকমা প্রমুখ।

দিনব্যাপী সম্মেলনের মধ্য দিয়ে ২৩ সদস্যের নতুন জেলা কমিটি গঠিত হয়। এতে অনুপ কুমার চাকমা সভাপতি, প্রগতি চাকমা সাধারণ সম্পাদক, চিত্র বিকাশ চাকমা সাংগঠনিক সম্পাদক এবং জুপিটার চাকমাকে তথ্য ও প্রচার সম্পাদক নির্বাচিত করা হয়।

অপহরণের নাটক সাজিয়ে গত ৩ আগস্ট খাগড়াছড়ির মাটিরাঙ্গা উপজেলার তাইন্দং ইউনিয়নের পাহাড়িদের ওপর হামলা করা হয়েছিল। হামলা, অগ্নিসংযোগ, ভাঙচুর ও লুটপাটের ঘটনায় ৩৭৩টি আদিবাসী পরিবার ক্ষতিগ্রস্ত হয়েছে। ওই ঘটনায় দেশের ভাবমূর্তি ক্ষতিগ্রস্ত হয়েছে। তাইন্দংয়ের ঘটনায় পার্বত্য চট্টগ্রামবিষয়ক মন্ত্রণালয়ের তদন্ত কমিটির প্রতিবেদনে এ কথা বলা হয়েছে।

প্রতিবেদনে ঘটনার জন্য দায়ী ব্যক্তিদের দৃষ্টান্তমূলক শাস্তি নিশ্চিত করা এবং এলাকায় যেসব ইউপিডিএফ সদস্যের বিরুদ্ধে চাঁদাবাজির অভিযোগ আছে, তাদের বিরুদ্ধে আইনানুগ ব্যবস্থা নেওয়ার সুপারিশ করা হয়। পাশাপাশি আইনশৃঙ্খলা রক্ষাকারী বাহিনী পরিস্থিতি নিয়ন্ত্রণে কেন পর্যাপ্ত ব্যবস্থা গ্রহণ করল না, সে বিষয়টি তদন্ত করে দেখতে বলা হয়।
আদিবাসীদের সংগঠন ক্যাপেইং ফাউন্ডেশন ঘটনা তদন্তে জাতীয় মানবাধিকার কমিশনের কাছে আবেদন করেছিল। তার পরিপ্রেক্ষিতে মানবাধিকার কমিশন ঘটনা তদন্ত করে প্রতিবেদন দেওয়ার জন্য পার্বত্য চট্টগ্রামবিষয়ক মন্ত্রণালয়কে অনুরোধ করে।

মন্ত্রণালয়ের একজন উপসচিব ১৭ থেকে ১৯ আগস্ট সরেজমিন তদন্ত করেন। তিনি ক্ষতিগ্রস্ত ব্যক্তি, স্থানীয় জনপ্রতিনিধি, জেলা প্রশাসক, পুলিশ সুপার, বিজিবির কর্মকর্তা, ইউপিডিএফ নেতা, স্থানীয় বাঙালিসহ গণ্যমান্য ব্যক্তির সঙ্গে কথা বলেন। তিনি কিছু মানুষের লিখিত জবানবন্দি নেন বলেও প্রতিবেদনে উল্লেখ করা হয়। প্রতিবেদনটি ২৬ আগস্ট জাতীয় মানবাধিকার কমিশনে জমা দেওয়া হয়েছে।

তদন্ত প্রতিবেদনে বলা হয়, ৩ আগস্ট বেলা সাড়ে ১১টায় কামাল হোসেন নামে এক ব্যক্তি নিজের মুঠোফোন থেকে নিজের অপহরণের কথা লোকজনকে জানাতে থাকেন। তিনি তাঁকে উদ্ধারের জন্য স্থানীয় ‘ক্রসিং পয়েন্ট’-এ যেতে বলেন। ২০-২৫ মিনিটের মধ্যে এক হাজার বাঙালি সেখানে জড়ো হয়। আদিবাসী নেতৃস্থানীয়দেরও সেখানে আসতে বলা হয়।

কিন্তু সেখানে গিয়ে ওই কামালকে না পেয়ে জড়ো হওয়া বাঙালিরা উত্তেজিত হয়ে পড়ে। তারা উপস্থিত আদিবাসীদের ওপর চড়াও হয়। ১২ জন আদিবাসীকে বেধড়ক মারধর করে। একই সঙ্গে বাঙালিদের আরেকটি দল আদিবাসীদের পাড়ায় ঢুকে ভাঙচুর, লুটপাট ও অগ্নিসংযোগ করে। বেলা তিনটা পর্যন্ত এই হামলা চলে।

তদন্তে দেখা গেছে, ৩৮টি বাড়ি পুড়িয়ে দেওয়া হয়েছে। ৩৩৫টি বাড়ি ভাঙচুর ও লুটপাট করা হয়েছে। দুটি কিয়াং আংশিক ক্ষতিগ্রস্ত হয়। আতঙ্কে ৫৪১টি পরিবার এলাকা ছেড়ে চলে যায়।

প্রতিবেদনে বলা হয়, কিছু বাঙালি দুর্বৃত্ত ষড়যন্ত্র করে পাহাড়িদের বিরুদ্ধে বাঙালিদের খেপিয়ে তুলে এই ঘটনা ঘটিয়েছে। ঘটনার মূলে আছে আদিবাসী ও বাঙালিদের মধ্যে পারস্পরিক অবিশ্বাস ও আস্থাহীনতা।

তাইন্দং ইউনিয়নটি মাটিরাঙ্গা উপজেলা সদর থেকে ৫০ কিলোমিটার দূরে ভারত সীমান্তে। এই ইউনিয়নে ১৩ হাজার ৯৩৫ জন বাসিন্দার মধ্যে দুই হাজার ৯০৯ জন আদিবাসী। এর মধ্যে আদিবাসী-অধ্যুষিত বগাপাড়া, সর্বেশ্বরপাড়া, মনুদাশপাড়া, বান্দরশিংপাড়া ও তালুকদারপাড়ায় হামলার ঘটনা ঘটে। ঘটনার দিনই এসব পাড়ার অধিকাংশ বাসিন্দা বাড়িঘর ছেড়ে ভারত সীমান্তে অবস্থান নেন। পরের দিন সরকারের উচ্চপর্যায় উদ্যোগ নিলে তারা বাড়িঘরে ফিরে আসে।

প্রতিবেদনে বলা হয়, ওই ঘটনায় দেশের ভাবমূর্তির ক্ষতি হয়েছে। তবে এই ক্ষতির হিসাব নিরূপণ করা হয়নি।

প্রশাসনকে নিন্দা: ৩১ জুলাই রাত আড়াইটায় খাগড়াছড়ি জেলা প্রশাসক মুঠোফোনে খুদে বার্তা পাঠিয়েছিলেন পুলিশ সুপার, বিজিবি কমান্ডার, মাটিরাঙ্গা উপজেলা নির্বাহী কর্মকর্তা ও মাটিরাঙ্গা থানার ভারপ্রাপ্ত কর্মকর্তার কাছে। তদন্ত প্রতিবেদনে সেই খুদে বার্তা হুবহু তুলে ধরা হয়েছে। তাতে বলা হয়েছিল: ‘মাটিরাঙ্গা উপজেলার তাইন্দং সীমান্ত এলাকায় বাঙালি ও পাহাড়িদের মধ্যে উত্তেজনা দেখা দিয়েছে—এমন একটি খবর পেয়েছি। এ ব্যাপারে আপনার বাহিনী/পুলিশকে সতর্ক করার এবং পাহাড়িদের সীমান্ত অতিক্রম বন্ধ করার অনুরোধ জানাচ্ছি।’
প্রতিবেদনে বলা হয়, জেলা প্রশাসক একই সঙ্গে জেলা ম্যাজিস্ট্রেটও বটে। সেই জেলা ম্যাজিস্ট্রেটের সতর্ক বার্তাকে পুলিশ প্রশাসন ও বিজিবি আমলেই নেয়নি, আদিবাসীদের নিরাপত্তার জন্য কোনো বাড়তি পদক্ষেপ নেয়নি। এ অবহেলা মন্ত্রিপরিষদ বিভাগ তদন্ত করে দেখতে পারে বলে প্রতিবেদনে বলা হয়েছে।

এ ব্যাপারে জানতে চাইলে খাগড়াছড়ি জেলার পুলিশ সুপার শেখ মো. মিজানুর রহমান প্রথম আলোকে বলেন, ‘গভীর রাতে খুদে বার্তা পাঠিয়ে জেলা প্রশাসক তাঁর দায়িত্ব শেষ করতে পারেন না। তিনি সরাসরি আমার সঙ্গে কথা বলতে পারতেন। পুলিশ সুপার কোনো সুনির্দিষ্ট সংস্থা বা বাহিনীর নাম উল্লেখ না করে বলেন, ‘এখানে অনেকে গুরুত্বপূর্ণ সংস্থা কাজ করে। তাদের পক্ষ থেকে আমাদের কোনো সতর্ক বার্তা পাঠানো হয়নি।’
প্রতিবেদনে পুলিশ ও বিজিবির ভূমিকার সমালোচনা করা বলা হয়, পুলিশ ও বিজিবির সামনে ১২ জন পাহাড়িকে আহত করা হয়েছে। এ ঘটনায় কোনো বাঙালি আহত হয়নি। পুলিশ ও বিজিবি একটিও গুলি ছোড়েনি, লাঠিপেটা করেনি। তারা সশস্ত্র অবস্থায় নির্বিকার ছিল। ঘটনাস্থলে আরও কয়েক গুণ পুলিশ-বিজিবি থাকলেও একই অবস্থা হতো বলে তদন্তে মনে হয়েছে।

প্রতিবেদনে একাধিকবার স্থানীয় পুলিশ প্রশাসনের সমালোচনা করা হয়েছে। পুলিশের দক্ষতা নিয়েও প্রশ্ন তোলা হয়েছে। বলা হয়েছে, এত বড় ঘটনায় পুলিশের নিজের উদ্যোগেই মামলা করার দরকার ছিল। মামলা কেন দুই দিন পরে হলো, তার ব্যাখ্যা পুলিশের দেওয়া উচিত।

‘তাইন্দং অনেক দূরে’ উল্লেখ করে পুলিশ সুপার বলেন, ঘটনার সময় পুলিশ সেখানে ছিল না। খবর পেয়ে গেছে এবং পরিস্থিতি নিয়ন্ত্রণে এনেছে। তিনি জানান, এ পর্যন্ত ১৩ জনকে পুলিশ গ্রেপ্তার করেছে।
যাঁর কথিত অপহরণ নিয়ে এই ঘটনা, সেই কামাল হোসেনের মা, মেয়ে ও প্রতিবেশীদের সঙ্গে কথা বলে তদন্তকারী কর্মকর্তার কাছে কামাল হোসেনের বক্তব্য বিশ্বাসযোগ্য বলে মনে হয়নি। তাঁর মোটরসাইকেল অপহরণকারীরা নেয়নি, তাঁর কাছে মুক্তিপণ চায়নি, তাঁকে মারধরও করেনি। অপহরণের ঘটনাকে সাজানো নাটক বলা হয়েছে প্রতিবেদনে।

জানতে চাইলে জাতীয় মানবাধিকার কমিশন প্রথম আলোকে বলেছে, কমিশন প্রতিবেদনটি খতিয়ে দেখবে এবং সংশ্লিষ্ট পক্ষগুলোকে সুনির্দিষ্ট পদক্ষেপ নেওয়ার জন্য সুপারিশ করবে।

HAATKHOLA, gallery and cafe has arranged the indigenous peoples' food festival and cultural programme at Sursan Road in Chittagong yesterday.

At 5.30pm the food festival inaugurated through a discussion meeting.

In the meeting of the festival, Poet Chowdhury Babul Barua presided over and Premier University Chancellor Dr. Anupam Sen was present there as chief guest and deliver his speech.

The Doynik Ajadhee Managing editor Mr. Wahid Malek also present as special guest and spoke there. The discussion meeting was conducted by Poet Sha. Mo. Bokhtiar.

At 9.00pm the cultural programme is end and conducted by Dalia Roy, cultural activist and student of UITS.

হাটখোলায় পাহাড়ি সন্ধ্যা

বাঁশের খোলে বিশেষ প্রক্রিয়ায় রান্না করা মুরগির পদটির নাম মুরগি কেবাং। একইভাবে রান্না মাছ ও ডিমের ভিন্ন দুটি পদ মাছ কেবাং ও বদা কেবাং রাখা হয়েছিল পাশাপাশি। জুমখেতের বিন্নি চাল দিয়ে তৈরি ছি হ্লা মো, রেফ্রি মো, ছেদ বং, কদমো, কং য়াং বং নামের মুখরোচক সব পিঠা-পুলিও সাজানো ছিল। এ ছাড়া ছিল কচি বাঁশ কোরকের তরকারি, লাউ পাতায় নোনা ইলিশ, ক্রাসা লাসু নামের মুরগির মাংসের চাটনি ও কলাপাতায় রান্না করা মাছ হলা নামের পদ। গত শুক্রবার নগরের সার্সন রোডের হাটখোলা গ্যালারি ও ক্যাফের টেবিল সাজানো হয়েছিল এমন সব জিভে জল আনা আদিবাসী খাবার দিয়ে।


২০ পদের খাবার নিয়ে আয়োজিত হাটখোলা গ্যালারির আদিবাসী খাদ্য উৎসবে হাজির হয়েছিলেন সংস্কৃতিপ্রেমীরা। খাবারদাবারের পাশাপাশি আদিবাসী গানের সুর-মূর্ছনা পাহাড়েই যেন টেনে নিয়ে গেছে দর্শকদের।


আদিবাসী খাবারের রান্নার মসলা আর প্রক্রিয়া একেবারে ভিন্ন। তেল-মসলার আধিক্য ছাড়াই যে খাবার সুস্বাদু হতে পারে, সেটা এখানে এসে পরখ করে যেন বুঝতে পারলেন ভোজনরসিকেরা। বিকেল সাড়ে পাঁচটায় আলোচনা সভার মাধ্যমে শুরু হয় হাটখোলা গ্যালারি ও ক্যাফের আদিবাসী খাদ্য উৎসব ও সাংস্কৃতিকসন্ধ্যার আয়োজন। চৌধুরী বাবুল বড়ুয়ার সভাপতিত্বে এতে অতিথি ছিলেন প্রিমিয়ার বিশ্ববিদ্যালয়ের উপাচার্য অনুপম সেন ও দৈনিক আজাদীর পরিচালনা সম্পাদক ওয়াহিদ মালেক। শ. ম. বখতিয়ারের সঞ্চালনায় শুভেচ্ছা বক্তব্য দেন হাটখোলার সমন্বয়ক কবি ইউসুফ মুহম্মদ, আলোকচিত্রী শোয়েব ফারুকী ও কবি হাফিজ রশিদ খান। আলোচনা শেষে অতিথিরা খাদ্য উৎসবের উদ্বোধন করেন। 


এরপর ডালিয়া রায়ের সঞ্চালনায় শুরু হয় সাংস্কৃতিক আয়োজন। শুরুতে ছিল কবিতা আবৃত্তি। এরপর ইম্পল ও তাঁর দল ‘ন সাং যাবারে জাগাং ছাড়ি’ ও ‘কোছপানা কারে কয়’ গান দুটি গেয়ে মাতিয়ে তোলেন সবাইকে। মুগ্ধতার রেশ না কাটতেই পাহাড়ি গানের সঙ্গে মোমবাতি হাতে নাচলেন সুমু রাখাইন। এরপর একে একে পিংকি তঞ্চঙ্গ্যা, পলাশ দাশ বেশ কয়েকটি আদিবাসী গান শোনান। ছিল আদিবাসীদের পোশাক-পরিচ্ছদ নিয়ে বৈচিত্র্যময় ফ্যাশন শোর আয়োজন। সব শেষে আবার দর্শকদের সামনে আবার হাজির হন ইম্পল ও তাঁর দল। বাংলা গান গেয়ে তাঁরা আসর জমিয়ে তোলেন। ‘সারা দিন তোমায় ভেবে’, ‘নিটোল পায়ে’, ‘আগে যদি জানতাম’, ‘আবার এল যে সন্ধ্যা’ শিরোনামে বেশ কয়েকটি গান পরিবেশন করেন তাঁরা।

3 get death for gang-raping indigenous girl

Justice served after two years

A Chittagong court on Tuesday gave the death sentence to three accused of gang-raping an indigenous girl in 2011.

Justice Mohammad Rezaul Karim, of a special tribunal concerned with violence towards women and children, also fined the three Tk100,000 each.

The convicts are: Kamal Uddin (alias Jewel), 22; Mohammad Iqbal Hossain, 20; and Suman Robi Das, 18; all from Rangunia upazila, Chittagong.

They were sent to Chittagong Central Jail after the verdict was delivered.

Public prosecutor MA Naser Chowdhury told the Dhaka Tribune that the accusations had been proven beyond doubt.

Advocate Mohammad Idris said the trio had abducted the victim, a girl of Marma ethnicity, from Rangamati and had locked her up for four days in Chittagong city on November 8, 2011.

Luring her under the pretense of providing her with a job, they gang-raped her.

On November 12, the girl fled and lodged a case with Rangunia police, accusing four people.
Three of the four accused have been given the death sentence.

After charges were filed against five people in April 2012, the accused were indicted on November 3 last year.
